西港警方在一份通告中表示，5月15日，柬埔寨国家警察总署副总监兼西港省警察局长苏诺塔命令，将2名中国籍男子移交给移民部门，将他们驱逐出境。通告中称，被西港警方移交给移民部门的两名中国男子分别为梁宏和徐国庆（均为音译）。而他们之所以被警方逮捕并移交给移民部门驱逐出境，是因为他们“在西港某赌场内捏造信息、以撒谎的方式报假警请求警方干预”。
但是，警方通告中并没有详细说明这两名中国男子“捏造信息、报假警”的具体案情。
